Mr. Harper’s background began on a small farm in Kansas where he learned problem solving and the need for innovative solutions, and gained hands-on experience in making things work. This early development led to strengths in analytical thinking and creativity which he now applies to both his business and personal life. A recent accomplishment illustrating these attributes is the construction of his home He built it himself from a plan he ordered from Mother Earth News, and with a bit of help from time to time from his friends. During this time he received a very personalized lesson in estimation, scheduling, supplier management, and a number of other topics typically considered the realm of project management. Mr. Harper serves on the N.E.T. management team, and specializes in web content organization and management on the IRS project.

Mr. Harper’s employment history includes assignments with GoodYear, Allied Signal, Vector Research Inc., PEC Solutions, and Nortel Government Solutions. Mr. Harper has a Bachelor of Arts degree in History and Secondary Education, and extensive training and experience in web technologies.
